There is no fostercare for these types of characters. They're given the PDA and their money and sent on their way. Those in the game did just create a school/boarding house that most of the kids are going to! Some are even living at it. Though, most of the trolls from Homestuck live in ToC in a house that Karkat built back when he was around and then are teleported over to the school.

So there are many options for what kids are able to do.
